“When can the pipes hindering the progress of Chenzhou-Yongxing road be removed?”
“Within two days!”
The dialogue above happened on the activity site of Chenzhou traffic construction governance through TV. Fuguo- the President of Hu'nan Chendian International Development Share-holding Co., Ltd. earnestly confirmed on the site with the above promise. Xiang Lili- Secretory of Chenzhou Municipal Party Committee was presented at the recording site.
The guests who were asked for the governance details were Chenzhou Transport Bureau Director- Zhou Fanping, Chenzhou Land and Resources Bureau Director- Chen Yihua, Chenzhou key project office Director- He Huanxin, Chenzhou Highway Administration Bureau Director- Zeng Jianhua and deputy county chiefs who are in charge of traffic from Chenzhou counties. Dean of law department of Xiangnan University- professor Zhou Guiying, and Vice-principal of Chenzhou Party School- professor Tang Zhong ming were invited to make the comment on the spot. The 45 audiences were representatives of the Party, Chenzhou Municipal NPC & CPPCC, working style inspectors and villagers.
According to the planning, Xia-Rong and Heng-Wu express ways should be opened to public at the end of 2012, 6 continuing construction projects of “11th Five-Year Plan” fully accomplished, and preparatory work of 23 new main roads with 408 kms completed to start the construction of new trunk roads. Meanwhile, according to the responsibility requirements set at the beginning of 2012, 16 projects with 242 kms should be started prior to September while 7 projects with 166 kms started before the end of this year. Till now, 16 projects have been holding the launching ceremonies. However, according to journalist secret inspections, some of the projects were not taken any further steps after the launching ceremony.
“What happened to the projects exposed in the VCR? Are they only done to the masses or do to the leaders?” the host asked Zhou Fanping- Chenzhou Transport Bureau Director directly on the recording spot. Zhou, with not any ideas before the program admitted that there are 3 main roads keeping silent after the launching ceremony, but the bureau would take actions to fulfill the target set by Chenzhou municipal party committee and Chenzhou government.
Some sharp questions like “why the walls having influenced the Xia-Rong expressway construction for more than 3 years can be removed after the governance reporters’ visiting?” “why the houses having to be removed before August 10 still stand on Lingmao road?” were asked to the deputy county chief of Jiahe county- Liao Xingyun and Linwu county- Liu Jiuzheng separately. Liao answered: “If the problem are not solved well, I will bear the responsibility.” Relating to the question raised above, Liao also promised: “All the houses will be removed within half month.”
